North Carolina is a 1634 state, so the Social Security Administration decides Medicaid when it approves SSI and people who get SSI get NC Medicaid without a separate application.
Adults and children who are blind or have a disability can qualify through the aged, blind and disabled Medicaid groups, which use different income and asset rules. A caseworker reviews deductions that may help you qualify.
For children: None. North Carolina has no TEFRA or Katie Beckett option. Children with complex medical needs can be referred to the CAP/C waiver.
If you work: Health Coverage for Workers with Disabilities (HCWD): full Medicaid for working people with disabilities ages 16 through 64. An enrollment fee or monthly premium may apply at higher incomes. Apply through your county DSS.
Steps
- Read the eligibility guide at medicaid.ncdhhs.gov/eligibility. If you are not sure you qualify, apply anyway.
- Apply online at ePASS (you need an NCID login). On the form, Medicaid is called "Medical Assistance."
- Or apply in person, by phone, by mail, by email or by fax with your county DSS.
- Tell the caseworker about your disability and send any papers they ask for.
- Read your decision letter. If you are approved, choose a health plan when asked.
Have these ready

- Proof of income such as pay stubs or benefit letters
- Bank statements and other asset information
